It could be, but probably not. There are several obvious things wrong with the ad and they all ad up pointing to this just being a decent shop job.

The first is the price, 499 euros would put this device at around $684 USD. Some of which is surely accountable for the 16GB of storage, sure they did it in the iPod Touch which means its possible for an iPhone, but that’s something I am sure we would see here first.
Then there is the fact that the carrier name is wrong, I can’t read it to see exactly what it says, but its not T-Mobile. Also they called it the iPhone XL which is the dumbest naming scheme I have ever heard of, that only works in clothing, and only barely there, so there is no way I could see Apple using it. Oh and lets not forget the blatant misnomer of calling it an Apple iPod towards the bottom of the ad.
However there are a lot of things that do make sense, first, the price isnt really too far off for an iPhone with 3G and a 16GB flash drive. Then there is all the evidence mounting up to both a 3G iPhone for at least Europe and T-Mobile being the carrier there. Also the new iPod Touch whose higher end model features a 16GB flash drive means its possible to stuff the same drive in an iPhone, plus Apple cut the 4GB iPhone and lowered the priced of the 8GB one possibly clearing the way for a new higher priced SKU.

iPhone XL could actually be a serous name for this product.
T-Com names a various produkts from T-Home, T-Mobile and T-Com with “XL”, like for example “call and surf XL”.
Or varios other “DSL Flatrate XL relax 300″ and so on.
Just my (german) 2 cents
3G with 16 gigabytes?… Santa, I’ve been good this year.
