As far as I'm aware, no iPhone 3G unlocking tool has been made publicly available. That means any you see advertised as unlocked have either been unlocked through a private method, won't ship until a method has been found, or aren't legit. I can't speak for any of the retailers you mentioned as to which of those might be the case. Personally, I would err on the side of caution and hold off until an unlock method becomes available.
